Washington Post Obituary, August 10, 1993
John G. "Jack" Gloster Sr., 65, a minority business consultant and former federal official who served in 1991 and 1992 as chairman of the board of the D.C. Housing Finance Agency, died of cancer Aug. 6 at Washington Hospital Center.

Citing ill health, he resigned last Nov. 30 as chairman of the board of the independent city agency, which is responsible for financing low-cost housing. The resignation followed an investigation into possible conflict of interest charges involving the agency, triggered by disclosures that it had donated $4,000 to the reelection campaign of Mayor Sharon Pratt Kelly. The mayor has declined to release the results of a D.C. inspector general's probe of the matter.

Mr. Gloster, a native of Baltimore, graduated from Amherst College and received a master's degree in business administration from Harvard Business School. He served in the Army from 1951 to 1953.

He had been an instructor at Brooklyn College in New York and at Coppin State College in Baltimore, then from 1953 to 1958 was a branch manager of Citizens Trust Bank in Atlanta.

From 1958 to 1962, he was business manager and later assistant to the president of Morgan State College in Baltimore. He joined the State Department in 1962 and served from 1964 to 1966 in Addis Ababa, Ethiopia.

In the late 1960s, Mr. Gloster was deputy director of the Model Cities Program at the Department of Housing and Urban Development, and then director for economic development of the National Urban Coalition.

In 1970, he became the first president of Opportunity Funding Corp., an organization that assisted in the start-up of minority-owned businesses. Since 1979, Mr. Gloster had been a financial consultant to minority businesses. He also was co-owner, co-founder and executive producer of America's Black Forum, a syndicated television program.

He had held positions on several advisory boards and commissions, including the Minority Contractors Assistance Project Loan Advisory Committee, the Urban Task Force Advisory Committee of the American Bankers Association and the National Urban Coalition Steering Committee.

Survivors include his wife, Augustine Brown Gloster of Silver Spring; two children, Lori Gloster of Silver Spring and John G. Gloster Jr. of Laurel; and two grandchildren.
